Rehoboth Planning Board endorses two Form A lots, orders Citizens Energy buffer fix

REHOBOTH — July 2, 2014 — Rehoboth Planning Board unanimously endorsed two Form A lot plans and put a solar developer on notice at its July 2 meeting. The board approved Form A releases for the Forensic property at 14 Tremont Street — where owners had previously been denied a retreat-lot variance by the Zoning Board of Appeals after falling roughly 500 square feet short of a 360,000-square-foot threshold — and for the Strollo duplex property at 6-8 County Street. The board approved a $2,000 engineering invoice from Outback Engineering for its review of the Community Covenant Church special permit application, which surfaced extensive plan deficiencies; that hearing was continued to July 16. In the meeting's sharpest moment, members voted unanimously to send a letter to Citizens Energy demanding a year-round buffering plan for the easterly abutter of its Fremont Street photovoltaic facility within 30 days, warning that continued operation of the facility could be at risk if no plan is submitted — a condition triggered by the board's finding that the existing deciduous tree buffer provides no screening for half the year.
